Why are not all mobile phones (e.g. PDA's with Windows OS) supported by Pioneer BT products?

The Bluetooth standard is open for too much interpretations.
Our software is developed to support a wide spectrum of implementations.
Unfortunately, the specifications of some units differ too much (e.g. some pocket PC phones).
